Phil is a National and International expert on the geotechnical design of earthworks for railway and highway construction with unique knowledge and insight into the development and R&D reports that support SHW and DMRB. He has undertaken R&D and developed Standards for the maintenance of ageing earthworks that support road and rail infrastructure.
